Subject: MCO - ECO quandary

I was wondering what level or rating should a person be to use the Book-Up or
ChessBase EC0 2004 software. Of course, Book-Up is standalone while true you
need ChessBase 8.0 for ECO 2004. I feel that why alot of amateur chessplayers
throw all of their software, books, and equipment away when they realize the
time effort that these resources set for them (I have done this a couple times
rather than after losing a chess game). Yes! some people want out of chess
altogether after frustration that their studying and training is going nowhere
because they don't spent the necessary time required. I wonder if MCO-14 and NCO
are two compromises to this quandry since both are low-cost to the amateur chess
player. Oh well?! One can't have his cake and eat too. Happy chess shopping
