That text was dealing with it from a more practical point of view, which is what
you would want to do in reality. A good organizer just has to use common sense,
based upon whether you want one clear winner, if you need to accurately know who
the 2nd, 3rd, etc. place finishers are (maybe for prizes), and things like that.

For instance, maybe you could play enough rounds to know that the top 4
finishers are accurate, then have a round robin between those 4 players and
crown the champion. There's not one "right" way, I don't think.
