Maybe. With 4 rounds and 16 participants, you can still get a tie for 1st place. So 4 rounds could still find a clear winner, but with > 16 players, the odds go up that it won't.. IE in Cologne in 1986, we played 5 rounds with I don't remember how many players (but less than 32) and we ended up with a multi-way tie for first, which Cray Blitz won on tie-break.
