Perhaps not what you were asking for, but anyway here goes.. :)
I see two models or formats that could carry a WCCC.
A) The traditional model
Advantages:
It's a tradition, period.
People meet in person
Disadvantages:
People must show up in person ->
more expensive, time consuming and troublesome for everybody
Needs a sponsor to pay off ICGA and a playing hall
No prize for the winner
Results in fewer (but very privileged) participants
Local press coverage
Spurious TD decisions
B) The online model
Advantages:
Disadvantages of A), plus:
A formal WCCC on a server could probably sell well, enough for a small
prize for the winner, which in turn would attact more partitipants
and highten interest - good for promoting computer chess in general.
Live games and chat to the 'outside' during the event, everyone feels they
are a part of it - good for promoting computer chess in general.
No good excuse not to do it, computer chess rules the net already.
Disadvantages:
Requires innovative thinking and a break with tradition
(very tough obstacles indeed ;-).
