This does *not* mean that one move is clearly better at the root so extend. It means if one move is clearly better *anywhere* in the tree, then extend below that position. I'll bet that as you let them search, maybe for weeks or months, the eval will continue to drop and a new root move will keep popping up, until eventually the truth shows up...
