I think that there is going to be no misunderstanding but it is better to say
better than X,Y,Z and not the strongest available winboard engine.

Ruffian2 seems to be better than Deep Sjeng1.5,Rebel12 and Theking3.23 based on
Leo's tournament.

The reason that it is not a good idea to say strongest available winboard engine
even if you give the date of yesterday is that in theory it is possible that
some stronger winboard engine is available in Japan and I never heard of it
because the programmer never made advertisment for it that is not in Japanish
