No, not necessarily. You will never see me claim my engine
is the strongest winboard engine. You simply can't make that
claim.

Also, AFAIK Ruffian 2.0 has no SMP support, which makes no
difference to 99% of the tournaments played but IMHO does
certainly make a difference if we're talking about the
strongest.
