From the rules on the GambitSoft site:
8) All games will be adjudicated by the date of December 1, 1998, 12:01 am
E.S.T.

10) For each program, a single set of "settings" factory defaults please.
Maximum hash table will be 8Mb.
11) The spectators will be able to duplicate results.
12) Substitutes will be available if an operator has to drop out.
13) We will have to treat each position as the permanent brain turned off
between
moves. Basically the programs will play each move with the complete history of
the game
moves but with no thinking between moves. However the tournament opening book
will be used.
14)  Each setting will be made public.
