In previous cases a lot of draws were claimed wrong by your definition and there was no problem with it so you cannot change the practical rule. Almost no program claims a draw by the fide rule by your definition and I also not plan to change my program to do it correctly. Movei print the move that it plays to force repetition and immediately after it prints 1/2-1/2 movei->draw by repetition. movei is refusing to play later. I see no reason to change it and to add the word claim and not give the mover because I think that it is clear enough. I could change the program not to make the move and claim a draw before it by only claiming that it is going to make the move but I am afraid that in this case some interfaces may not understand it and complain that movei lost on time and I guess that if I try not to make the move on ICC and claim a draw based on intention to make the move I am going to lose on time. This reason is for me good enough not to implement claiming a draw based on intention to make a move but only immediately after making the move.
