I think I got it to work. Create a directory in the Addon directory to get Addon/EngReb10 then copy that downloaded Rebel.exe file into that directory. Then create a shortcut to that Rebel.exe file and put that also in the Addon/EngReb10 directory. Then in the Options Analyse menu click on Rebel Engine and make sure that the command line matches where you put the Rebel.exe download. Something like C:\Epd2diag/Addon/EngReb10/Rebel.exe.
