You might try IZarc (available from: http://www.webattack.com/get/izarc.shtml
among other places).  It is 100% freeware.  Once you install that, click on the
rebel zip file and then right click and select IZarc-> Extract Here.  This will
expand the zip file and one of the files you should now see in the Rebel12
folder is: rebel12setup.exe .  If memory serves, this is the executable you need
to now double-click on to perform the installation of Rebel 12.  The DOS window
you mention will come up just as it did before, but this time, after accepting
the default installation location (and I think you MUST accept the default --
that is a well-known bug with the Rebel installation program -- though it might
be fixed now), it will show a progress meter and you will get the full Rebel 12
install on C:\Rebel12 (from memory).

If that still doesn't work, I'd try downloading it again.  When I tried to just
double click on the .zip file (even with IZarc installed) and it launched IZarc
and showed me a program named INSTALL.EXE -- clicking on that file (still within
the IZarc window) produces the empty folder syndrome you have already seen).
