The would offer this if they believed that's what it takes to balance the bets.
They are predicting how people will bet, not on who will win. Whenever people
make a statement about how wrong the bookmakers were, they are misinterpreting
the odds. As long as the bookmakers balanced the bets, then they made their
profit.
