Check out the program Bringer at http://www.reubold.onlinehome.de. Under
->Options->Settings->Engine you can adjust the ELO value. Default is 2400, if
you set lower values it will still use its time but play weaker.

1200 will play like a beginner.

The values are a bit high for fast blitz - 1800 is probably beatable for most
medium club players, so you have to try a little until you find a good value for
you.
