If it were, all somebody would have to do is study it and defeat its known weaknesses :) There is some time I invested in terms of question #2 that you will not have to, namely, some good estimates for the values of the new pieces. That is available on the website at: http://www.GothicChess.org/piece_values.html The total development time, from the very first move generation attempt as an array move generator (which was scrapped since it was too slow) to the first bitboard engine to the final version with the technology borrowed from Crafty was 5.5 months. There was about 6 weeks worth of tail-chasing, so someone who avoids my mistakes can have a decent engine up and running in about 4 months I would imagine. I hope this answers your question.
