I would say here there are many categories in which you can classify or
determine the strength of a chess program.
First task, test suites. This will give you an idea of how the program
performs in certain positions, so it also provides information about the
behaviour of it finding deep moves and how fast the search is, if it is able to
find the right move.
Next is, in my opinion, comp-comp games results. This is definitly telling you
the relative strengh of the progrma against the engines out there. The program
will have to find a plan to play (if any), find tactical blows, and so on. The
winner is the best.
And third is, the amount of extras the program brigns, such as an atracttive
and complete interface, a good opening book, a chess tutorial, a nice database,
tournament and wcc championship awards, etc...
So, after analysing this data i'm confident to say that there are 3 programs
which can claim to be top engines. Fritz, Junior and Shredder.
As for my opinion about the strongest engine right now, i would chose Shredder
7. Not only because SSDF says so after playing more than half thousand games
with its 7.04 version, but for the huge amount of tournaments this engine has
won, including wcc several times.
Nevertheless, i would add the brand new Deep Fritz 8 is playing great games
and i woudn't be surprised if it toped the ssdf chess list in the following
months.
Talking about Deep Fritz 8, i can only say that i'm really satisfied with the
program, and it is really worth the 100euro. Recently i've been testing this df8
against my shredder 7.04 in fast time controls and the result was slightly
better for df8 (+6/-3/=6).
By the way, today started a new match with this two engines using
agressiveness 0 as a parameter for df8 (default is 2) and the results have been
so shocking that i'm gonna give it another test at longer time control this
night. Blitz 8' Amd 2600+ ponder off df8 vs sh7.04 +11/-2/=8 . This tells me
that df8 is undoubtly the best engine for blitz, a week far from Shredder's 8

Pd: it would be good if somebody could provide some results with the df8 agress
0 parameter against other engines, this certanly will tell us more about its
strength.
