Check out the ratings of SapphireII on FICS for a real-world performance ranking
of a Novag Sapphire II (or Diamond II).  If you observe its games on FICS, it
will whisper when it changes levels (it switches down levels as its time runs
out).  It uses the sudden death levels if there is no increment.

Rating type   Average   Best   Starting levels
Lightning     2150      2212   AT1..AT2
Blitz         2050      2210   AT2..AT5, SD1..SD3
Standard      2100      2174   AT5..AT8, SD4..SD6

On FICS, SapphireII only holds its own against search limited crafties and
amateur programs (8-8=3 vs. HMchess for instance).  There aren't many other
dedicated computers playing on the servers these days.

The SapphireII runs at only 32MHz, so *any* program on a modern PC will
outsearch it several ply for equivalent thinking times.  This is true for any
dedicated chess computer.
