A player rated 1900 obviously knows quite a lot about chess too, else more players would be rated 1900 and higher. When it is about my coming across his lower rating and your concluding that it doesn't mean he doesn't have a higher rating, it is pretty funny - as he is a German without an international rating the DWZ number is also his only official rating ;) .
