I would recommend Java because:
* it's easy to learn if you know C.
  You need to get familiar with object-oriented programming anyway
* it's free and there are a pretty good free tools
* porting to other platforms is a piece of cake

Java GUI's used to have a reputation for being slow & ugly,
but that's simply not true.

Qt might also be an interesting option.

If cross-platform compatibility is an issue (which it should be),
I would rather NOT use .NET
