It is easy to play it against any of the commercial engines. He does not have to play online if he does not desire to do it. Anyone else can play their own tournaments or play online or whatever. The strength can be calculated by testing against any thoroughly known quantities. To me, the online ratings are rather suspect anyway. With a bazillion different formulas for choosing opponents, the ratings don't have much meaning because every experiment is changed from opponent to opponent. Carefully controlled tests will give a better picture anyway. IMO-YMMV
