Anything you can do with your eyes and brain, you can do with a computer if you
can explain it as instructions that a computer can follow.

Most programs have some notion of pawn structure.  I am guessing almost every
program will recognize this as closed:
[D]r6q/3k4/3p3p/p1pPp1pP/PpP1PpP1/1P3P2/8/1Q2KR2 w - -
and this as open:
3k1rbr/3pn3/2p5/8/8/4N3/3B4/Q2K1N2 w - -
based on pawns alone.

But other positions will be a lot more difficult.  Many programs will also boost
the value of a bishop in open positions and a knight in closed positions.
