The reason is to cut the rook off from any activity along an open file... However it is not clear to me that this is the only way to win. Black is already winning here, and the white rook probably isn't going anywhere unless black moves his to remove the attack on the a-pawn... Crafty finds this, but also likes Rc4 as an alternative. The difference between the two moves is _very_ small. .02 in fact.
