Well, I might be hallucinating, but I think the Ruffian note was just added
after my post.  I also recall some info that said AdamChess was an amateur
program written by Adam from New York (maybe in the finger notes).  So,
apparently he decided to come clean.

To answer your original question, the CCT rules have a provision to disqualify
unknown programs.  This is to prevent occurrences like the above, which if not
dealt with effectively, would wreck the tournament.  It states:

"...Only original programs are allowed and ABSOLUTELY NO CLONES. Most
programs are pretty well known by the Computer Chess community and
therefore if brand new, unknown program appears I will consult
other people to decide its entry in the tournament.
ICC reserves the right to decline any application for this
tourney."
