Canada is one of the few places where that is true. The CFC Governors at one
time decided that that would be what it is and to hell with the rest of the
world. A true candidate master in Russia and most other places  is one who is
between 2200-2300. A candidate master is untitled thus the term "candidate".
There are 3 FIDE titles as everyone knows. Above 2300 the title FM is automatic
if you hold that rating for a minimum amount of time. IMs and GM s of course
have to earn the titles by placing highly in 3 different events.
