I am using arena 0.93 and if I read the menus correctly you can use
your own book in UCI mode if you click on the right box.
   Engines->Install and Select
   click the UCI tab
check box for "common own book setting"
check box "Engines use their own book"

Since NoonianChess is not UCI, I have not tested it.

Under Help button, go to index then type internet play.
You get a lot but it starts with the below:
1.	Connect to the internet via your POP (point of presence), internet provider
2.	Start Arena.
3.	Start the ICS-Telnet-Mode by selecting Options/Internet of click on the globe
on the toolbar.

4.	Select the profile you want to connect with
5.	Log in
6.	Now you can play chess in the way you know it. You can also observe games,
chat etc. If you’re not so familiar with chess servers, just type ‘help’ at the
command line. Also you can select from a variety of pre-defined commands from a
popup menu if you click the right mouse button.

7. With the globe symbol in the toolbar, Options/Internet or CTRL-I you can
leave the ICS mode.
