The CD/DVD format is not a classic cylinder/head/sector mechanism, and it simply doesn't/can't access data as quickly. You jump to a "close proximate location" but then you have to read to find where you are and how close you are... It won't ever work for low-latency applications. but it is good for high-capacity/cheap media access...
