If the net goes down, you could have a phone number to call.  Just give the pgn
over the phone.  I think that there could be "gentleman's agreements" if there
were a severe power failure, or system crash, or whatever.

Mails are generally timestamped by the server as they are sent.  We might also
allow for three different "one day grace" periods.  Certainly, cheating might be
possible -- but it is always possible in unsupervised contests over the net.
