It depends on what you consider competitive.  If you mean it will score about
30% vs Shredder 8 then yes it's competitive.  If you mean it will sometimes win
then yes it's competitive.  If you mean it's Elo rating in any organized testing
such as SSDF would be approximately the same then no it's not close.
