Subject: How do you choose hardware for testing computer chess programs?

I was wondering: If I wanted to start testing computer programs, what kind of
hardware would I need?
Would 2 pentium 200 mhz and 64 mb of ram be
enough?
How much stronger would the programs be if
the computers were 450 mhz and 128 mb of ram?
