I might be wrong about this, but I am pretty sure that while dialup will give you a different IP address each time you sign on, it will be similar as long as you use the same number to dial in. For instance, if someone signs on to AOL (or whatever dialup) and gets an IP address of 172.108.162.10 (made up), the next time they sign on they might get 172.108.162.42, the difference being the last number (10 -> 42). At the very least the moderators or whoever could keep track of known addresses and service providers of trouble makers, and use that as a red flag when someone new signs up. i.e. "Hmmm, someone just signed up from a 172.108.x.x address, again..."
