His point is that you _can_ get a good data transfer rate, even though the signal-noise ratio is bad. But it requires extra work. Certainly the S/N ratio here is near zero (signal divided by noise where noise is very large). But it isn't _exactly_ zero. If you search for the "nuggets" you can find them, if you aren't careful, you will miss them.
