Probably.

The problem is that you don't want to pay the designers enough to make it worth
to even start the design program.

I found this list of surplus processors at Anandtech

They start at $6 (six!) for a nice Celeron 366 MHz. If you need GHz super speed,
you will have to shell out a hefty $35 for a Duron or an Athlon XP.

Has the design station even booted yet?

What would it cost to design something as powerful as a Celeron 366? How many
millions would that cost?


That is the problem!
