I also don't like to see a blitz follow-up to terminate a long time control
tournament.  How about the following rule:
Each player must manage to provide 10 moves per month.  If any player fails to
provide this amount, the get the ignominious boot and are replaced (the
exception being if they are not able to produce the moves because they are
waiting on the opponent).

We can define "the player's time to produce moves" as time from when they
receive the incoming move.  If the incoming move is also sent to an independent
party, we can prevent "did-not/did-so" arguments.  There might even be a phone
number available with a message machine for lans that crash at some crucial
point, and no friend's machine is available.

In that way, you will not be penalized if your opponent sits on a move for ten
days.  That will all be counted against his time.  Your clock is off until you
receive a suggested move.
