There is no UCI "new game" command. The behaviour to send a 'startpos' followed
by all moves is just how UCI works, and afaik the other interfaces work exactly
the same.

Ruffian is prolly handicapped, like all other UCI engines, by the 'bug' that
occasionally sets the hashtable to 1M, but not by what is shown here - if it
was it could hardly claim to be "UCI compatible".
