It seems that level 9 of Ruffian2.0.2 is very strong based on your result
because even with 4:1 time disadvantage it wins a tournament against some good
programs.

I wonder if level 9 is really significantly weaker than level 11 based on your
results because quark is a premier division program in Leo's tournament.
