That is a very low setting.  I will guarantee you that you will find some really
ugly openings that slide in under that criteria.  It has happened to me with my
book, in fact.  1. g3 is a sample of something that Crafty would never play by
itself, however, which highlights the problem.

Would you force Karpov to play 1. f4?

Programs are built around some basic book ideas.  My choice for Crafty as white
is 1. d4, always, against other computers, except when I want to get into a wild
game when winning is extra important.  But then I try 1. e4, not some oddball g3
or whatever type opening...
