Bookthinker is a seperate book engine yes to provide the UCI engine with a book.
It is interfaced to both Winboard and UCI2WB:

After Bookthinker is out of book it is just "passive". The problem occurs
because Winboard is sending the moves to go once at the start of a game. After
that it only sends information about the remaining time. The UCI engine don't
get information about the number of moves made by bookthinker and is therefore
playing at wrong speed.
