That might be possible if he used his program Stobor to start with and cut it down. Typing in 60,000 characters does not take that long. But to debug all of those ideas will definitely take a lot of work. The standard figure of 10 debugged lines per hour has not changed since the 1950s. It takes into consideration the full run of activity from design to debugging to documentation and delivery. I have successfully budgeted several projects of different scales and that figure works out well in the real world. I expect that one way or another it will come out about right. By the same token, crafty will probably be a million dollar project. I also recognize that there are degrees of crime recognized by law. For instance, there is petty larceny and grand larceny. In the same way, the theft of TSCP will be a lower dollar amount of injury compared to the theft of bigger systems. I suppose that my statements about equality of the crimes are that all are equally wrong in my view.
