I agree with Omid's assessment that many such posts that aren't entirely on
topic in CCC are more on topic here than in CTF. I think it is probably a case
by case evaluation, and there are many factors to consider. It will depend who
is making the post and the reputation that person has, the degree of
off-topicness (if that's a word), and things like that.

CCC is different things to different people. There are many different aspects of
computer chess. We have end users, programmers, hardware gurus, chess hobbyists,
and many more. I think everyone probably views CCC a little differently, so "on
topic" means is open to different interpretations. We have a very unique member
population at CCC, and if someone wants to pick the brains of this group with
someting that is not technically "on topic", then I am willing to grant everyone
a little bit of latitude until they show that they can't exersize self control.
