Vary the times a little so that everyone can participate at some point. 2. Be flexible with the frequency of the events. If there is a tournament every weekend, and there is low participation, then make it every two weeks instead. If there is still low participation, try once a month, etc. Most people probably can't participate every single weekend. You don't want it to be so common that people don't take notice of it, but at least more than once per year :) 3. Be flexible with the format of the event. If there are only a few participants, then have a round robin instead of a swiss. That kind of stuff.
