Subject: In SSDF, who decides what engine plays against what?

The choice of engine to play against will affect the rating of the engine. Some
engines perform well against the majority of other engines, but despite that,
there's a certain engine that will perform well against the dominating engine
just like what happen to junior 8 against ruffian 1.0

If each engine doesnt have the same opponents, then it would be hard to compare
their relative strenght.

Also, why isnt junior 8 being played against shredder 7.04, It perform well in a
match but was aborted due to some other tester already testing it, but when I
look at the individual matches of Shredder 7.04, I didnt see any match against
junior 8.

It would be much better also if the top ten in the SSDF can play matches against
ech other so that we can see who won between no 1 and no 2 etc
