Probably pretty hit and miss as far as who plays against who. But as long as several opponents of strength similar enough to avoid a whitewash are chosen I do not think it matters much. Consider a FIDE or USCF event. How are those opponents chosen? I don't think it is like seeding in tennis, where the weakest always play the strongest based on ratings. There is some sort of arbitrary decisions that put players against one another.
