There is a cheaper solution.
Decide that grandmasters who refuse to play against programs in linares will not
play there.

Decide that the prizes for humans will be the same as the prizes today but every
GM will play 2 more games against programs.

If GM's do not like it then you will invite the highest rated players in the
world that are not invited instead of them.
