It can be anything.

1) It can be giving a draw too often in positions where it was possible to win.

2) It can be an exceptional ability to get a draw in lost positions.

3) It can be both.

I think that it would be possible to get a better picture by looking at the
score history (for both opponents) on a large collection of games.

Personally I believe that it is point 3. I think so because Chess Tiger gambit
aggressive, which is basically the same program but with a more aggressive
style, has almost the same rating.
