Here´s another (shorter) solution by a mate solver:
it´s a forced mate in 15, but maybe there´s still a shorter one -
I´ve not yet fully checked it with ChestUCI.

1.Rg4-g7 Kg8-g7 2.Ra1-g1 Be7-g5 3.Rg1-g5 Kg7-f6 4.Bf4-d6 Kf6-g5 5.Bd6-e7 Kg5-h6
6.Be7-f8 Ra8-f8 7.Qf3-f8 Kh6-h5 8.Qf8-h8 Qe6-h6 9.Qh8-e5 Qh6-g5 10.Qe5-e8 Kh5-h4
11.Bc2-d1 Qg5-g1 12.Kh1-g1 Kh4-g5 13.Qe8-e6 Na5-c4 14.Ph3-h4 Kg5-f4 15.Qe6-g4#
