I would say:

WAC == WACNEW : 95%: easy tactical positions. Only some wacs are a bit
                difficult. Strong programs score around 295 / 300.
                Most Amateur winboard programs score around >= 88%
wcsac         : 83%: sacrifices
mes           : 76%: endgame positions.
Lct2          : 60%: Only difficult about this testsuites is that it takes
                long to run. Nullmover scores 60% on P3 800Mhz
ecm           : 53%: middlegame positions. Testsuite has still errors
                ECMGCP is cleaner
bt2450        : I put this here since I think this are difficult pos
bt2630        : I put this here since I think this is more difficult as bt2650
nolot         : Extremely difficult positions. Some positions can't find certain
                solutions in running a month.

Add 1) TC = 5 seconds. For LCT2 TC = 10 minutes
Add 2) I can't tell something about the other testsuites
