If an engine gets a command to resize its hashtables, it must clear it
automatically (and I guess all engines do this). Otherwise, I would call it an
engine bug. Or the engine is very clever, and can resize without clearing.
Anyway, it would be an impractical user interface, where the documentation says:
Dear user, after you clicked on x, you must do y immediately, otherwise the
program will crash. I would find this acceptable for some "expert modes" (like
me using my engine in console mode).

Clearing before changing the size, as you suggest, does not make much sense to
me.
