It is better to ask questions about Arena in the Arena support forum.

The Shredder GUI is responsible for the opening book, not the engine.
You simply can't use it's book outside the Shredder GUI

Shredder 8 certainly can use Nalimov Tablebases in Arena.
You only need to set the Namilov path in the engine/UCI tab.
