Another (I think more useful) approach would be to create a public domain chess engine. With public domain, anyone can do anything that they like with it. A suitable alternative would be a Berkeley style license. With that format, you can use it any way you like, but you have to mention that you used it. GPL is too restrictive for many people. And plain copyrighted material is all but useless. In fact, it may even be harmful.
