If you want to create your own personalities in CM9k then you can do so in CM9k
itself.  Just goto the Game Menu, then choose Setup Personality. An Personality
editor menu will appear.  You can give your new player a name and then edit the
settings on the first 4 tabs.  Don't forget to save and afterwards you can
choose your custom personality from the new game player choices if the custom
players box is enabled.

I created a personality converter that converts CM8k custom players to CM9k, if
that is what you really meant.  I created it using VB6 because I wanted to use
some of my custom players from CM8k in CM9k and this was an easy way to do so.
