The ICC rules state that to use a chess engine on their system you must be identified as one (http://www.chessclub.com/help/computers rule 1). In a guest account, it is not possible to id you as a computer, this is also why they now require users who login as guest to use their software (Blitzin) as you can not directly connect a engine to this and they can also do further tracking if a guest account causes other problems.
